I suspect just "City of Monterey." However, there is a plaque not far from this that commemorates the old Chinese fishing village that was once located near Cannery Row, and unfortunately burned down and looted by local citizens. That history was brought to public attention by my friend Gerry Low-Sabado (R.I.P.)
